SWIFT: Carpathian Search-Rescue Network

The project „SWIFT: Carpathian Search-Rescue Network”, financed by European Union, started on 1st January 2020.

 

The project overall objective is creation of the cooperation platform between the Civil Society Organizations and Local Authorities in order to solve the priority tasks related to safety and rescue in the Carpathian Mountains.
The project creates Mountain Rescue Cooperation Platform of public mountain rescuers of Lviv, Ivano-Frankivsk, Transcarpathian and Chernivtsi regions and introduces involvement of volunteers in rescuing people in the mountains. The development of cooperation platform is based on the European experience of the mountain rescue services functioning with involvement of volunteers.

     

The project activities preview the improvement of the staff qualifications and technical capabilities of the public mountain rescue teams through joint training programs and workshops, exchange of experiences, study tours; creation of mobile application and e-databases of danger places, tourist shelters, rescuer points, medical institutions, tourist routes in the mountain region.
The project provides series of activities aimed at building a dialogue between authorities and civil society in order to eliminate existing problems and realize a number of actions to improve safety in the mountains:

  • - On February 27, 2020, Ivano-Frankivsk hosted a launch conference of the EU project "SWIFT: Carpathian Search - Rescue Network".  Professional and public mountain rescuers, representatives of state emergency services of Lviv, Ivano-Frankivsk, Transcarpathian and Chernivtsi regions, volonteers and members of public organizations, sports and tourist clubs of Ukraine; water and ski tourism instructors came together during the inaugural conference of the project "SWIFT: Carpathian Search - Rescue Network" on one site to cooperate in developing a mechanism for attracting volunteers to search and rescue people in the Carpathians, based on the experience of Polish colleagues from the Mountain voluntary search-rescue - GOPR Krynica Group .     • The next international conference on mountain safety is scheduled for August 26-28, 2021. During the conference it is planned to present the structure of the Carpathian search and rescue network, present an information system with a mobile application "Rescue", demonstrate improving the efficiency of search operations, as well as discussions, meetings, acquaintances and cooperation. The holder of the event is the NGO "Mountains Guides Association "Rovin ". All interested parties are invited to participate.

    Conferences are held with aim to unite all the interested parties, initiate cooperation and initiatives within the Project and assume Project idea on involving volunteers to search and rescue of the people in the mountains and establishing cooperation between representatives of public and government

  • As a part of the project the public building  in the village Dovge (mountain), Drohobych district, Lviv oblast  have been renovated with the purpose  to equip public search and rescue point and training centre for mountain rescuers-volunteers and coordinated search and rescue operations. 

  

 

  

 

   

  • The regional public training center in Vorokhta (Ivano-Frankivsk region) will soon open its doors to train mountain rescuers in real conditions, which will provide training for public rescuers on a regular basis.
  • On August 14, 2021 in Verkhovyna within the project "SWIFT - Carpathian Search -Rescue Network" a round table was held to discuss areas of cooperation between the network of mountain rescuers-volunteers and administrations of nature reserves (national parks, regional landscapes, etc.), organizers of tourist trips and mass events in the Carpathian region.   • The next round table with representatives of protected areas is scheduled for May 7, 2021. The purpose of the round table is to discuss the cooperation of representatives of national nature parks / reserves with rescue teams in the field of security.
  • Mobile application, e-databases of danger places, tourist shelters, rescuer points, medical institutions, tourist routes in the Carpathians will be created for operative work. Mobile application creates ability to send automatically SMS with the location in emergency situation to Rescue Services operating in mountainous regions.

On April 25, the Mountain Guides Association «Rovin» announced a simple tender (without publication) for legal entities and individual entrepreneurs for the development and implementation of an analogue of the Polish mobile application “Ratunek” for Ukraine. Mobile application creates ability to send automatically SMS with the location in emergency situation to Rescue Services operating in mountainous regions. All interested are asked to contact contact NGO MGA “ROVIN” for a technical task. The tender is held for 60 days (until May 25, 2021 ).

Expanded network of public search and rescue groups in the Carpathians, properly equipped with necessary equipment will serve to overcome common challenges, and will provide an opportunity for rapid response to emergencies; enhance safety throughout the entire territory.
The project as a whole will have a positive impact on interregional and international cooperation and will provide an opportunity to share experiences, methods, models, data, ideas, know-how and thus improve the entire rescue system in the Carpathian region.

  • Now the project team is working on forming groups of volunteers who will be involved in the series of:
  • Joint training for state and civil rescuers and improvement of their level of qualification according to the coordinated program. The project provides 8 training sessions:  ground search (LandSar), rescue on the water, winter training (avalanche safety), rescue operations in areas with complex relief (rocks, caves);
  • Practical training and internships in Poland on the basis of Górskie Ochotnicze Pogotowie Ratunkowe – Grupa Krynicka;

For this purpose, a uniform was purchased for the participants of the trainings (rescue volunteers), as well as technical means. Training and internships will take place immediately upon completion of quarantine restrictions related to COVID-19.
